HOW DO WE INTERPRET THE ABOVE MENTIONED FIGURES? 1. Figures obtained from official government records. 2. These are scary figures as all it indicates is a fast growing salary bill with a corresponding slide in efficiency 3. The growth in salary cost grew much faster than the growth in revenue 4. In 2017 the salary cost was R 41 million per month and revenue of only R 49 million per month. 6. No official figures are available for 2018, 2019 and 2020. 7. Seeing as it is school holidays this road can be repaired right away.
The parks opposite Harrismith High School haven't been maintained in a really long time. We as also face the same problem around the Intabazwe Multipurpose Centre. These parks must be maintained and cleaned urgently. A letter concerning the repairs of Garvock / Greyling Street up to the Green Pavilion and park maintenance was sent to the manager of Maluti-A-Phofung Municipality today. A letter was sent to the Manager of Maluti-A-Phofung to address the mannerism in which the Section 102 Dispute forms are being handled.

HIT Residents Association is a registered non-profitable and non-political organization which will be our formal voice or pressure group to prevent further deterioration of our town due to a collapsed municipality. Problems we as a community are presently experiencing in Harrismith; Intabazwe and Tshiame: MAP is totally bankrupt and cannot provide a decent service to us as residents, farmers and business owners and is also not repaying it’s debt. We see and experience this daily in the form of: ❗Potholes in the roads ❗Damaged / stolen electrical cables that cannot be replaced or repaired resulting in us being without electricity for days, despite most businesses and homes having pre-paid metres. ❗No refuse removal or cleaning of the town and suburbs. ❗Sewerage leaks polluting our town, suburbs, farms and river. ❗ Shortage of water to our homes and businesses due no maintenance and leaks on the pipelines. We all know that we can be without water for days or longer. ❗Etc.. The Harrismith Water Heroes and volunteers have done a great amount of work around town to ensure water, cleanliness, electricity, etc.. But, as a small group of volunteers and minimum resources available to them, they can’t keep up with all the work that still needs to be done to restore our town and cannot provide ongoing maintenance by themselves. However, as a community, we can restore our town to its full glory providing we all stand together and support a legal non-profit and non-political body which will ensure that much-needed repairs be done and that ongoing maintenance to infrastructure will take place. We can no longer sit back and pretend that things will improve or wait for empty promises to materialize. By now we all know that this will never happen. The time has come that we all stand and work together for a better life for all. To restore the Greater Harrismith back to its full glory so that we as community and businesses may grow and flourish like we all deserve. A public meeting will be held during early March 2020 to officially launch the organization and to present a clear road map with a complete action plan on the way forward. Section 102 Dispute
We are certainly going to “HIT Back” by not allowing our town to deteriorate further! It is important to remember that there is a mechanism in the Local Government: Municipal Systems Act (Act 32 of 2000), which deals with the declaration of disputes. This Act provides that a consumer has the right to declare a dispute about his account. In terms of section 102(2) no credit control measures may then be instituted before the dispute has been resolved. In terms of constitutional provisions electricity, sanitation and water supply are part of the basic services that South Africans can rely on against payment or otherwise. Section 102 specifically provides for declaring a dispute about a specific amount that you do not agree with. Other than your own specific issues like no accounts, wrong accounts, wrong billing etc it is a proven fact that MAP has failed to provide a basic service to you like refuse removal. Enough evidence exists that this service was rendered for a number of months by volunteers. You therefore have the right to request the reversal on your account of this charge as it the service was not rendered. Weer eens het gewone mense, inwoners, nie teruggedeins nie en self ingespring om dit te herstel. Hulle hanteer ook hulle eie vullisverwydering. It's not just water, that is a problem in Harrismith. Electricity is a huge problem as well. Some businesses in town paid up to R120 000 for 12 days for generators to keep the lights on. Once again the residents took it upon themselves to fix it. They also handle their own refuse removal. Harrismith is eens die juweel van die Oos-Vrystaat genoem. Soos ‘n reuse hoeveelheid plattelandse dorpe in die land, het Harrismith ook verval. Die Maluti-a-Phofung-munisipaliteit al jare onder administrasie, maar dinge het net slegter en slegter gegaan. Die inwoners van die dorp het egter besluit genoeg is genoeg en self ingespring – tot groot ontsteltenis van die munisipaliteit. Harrismith was once called the jewel of the Eastern Free State. Like other towns in the country side, Harrismith also deteriorated. The Maluti-a-Phofung municipality has been placed under administration for many years, but the situation went from bad to worse. The Water Heroes from Harrismith is a group of residents that restored the water supply to the town. Petrus van Eeden is an irrigation farmer from the district and Samuel Twala, chairperson of the Water Heroes work side by side with residents to keep the water flowing. *2020-02-24 - HIT Residents Association Now a Reality! (HIT=Harrismith, Intabazwe, Tshiame)* We are certainly going to “HIT Back” by not allowing our town to deteriorate further! On 19 February 2020 a second inaugural planning meeting was held between residents of Harrismith, Intabazwe, Tshiame and the Harrismith Water Heroes. Also present were officials from Sakeliga (a professional Business Organisation with 12 000 members) and Andreas Peens, a lawyer who successfully litigated against various Municipalities. Under discussion were the challenges we collectively face as a town with the major focus on the collapsed Maluti a Phofung Municipality and the resultant future of our greater Harrismith area. Various “HIT-Back” options available to us were discussed. HIT Residents Association’s primary objective is to act as the formalized VOICE and pressure group of the residents. Secondary objectives are to develop long term strategies and on-going solutions for improved and sustainable service delivery in Harrismith, Intabazwe and Tshiame (HIT). A legal structure called HIT RESIDENTS ASSOCIATION has already been set up and will officially start functioning on 1 March 2020 with proper oversight structures and bank accounts.
